He had been shot in the chest and was probably in Lake Linville for about six months. He was over the age of 35 and thought to have been a veteran because he had shrapnel in his chin.

I was wondering how accurate due you think the age and how long they have been in the water to be accurate?

Lake Linville is pretty shallow near shore, except perhaps right at the dam. I don't think someone would have carried a 225-pound corpse from a car and tossed it into the water. It sounds like this victim was on a boat (possibly at night), shot in the boat, and tossed overboard out in the lake. If he was near-shore, he would have been discovered within a day or two, as the water there is too shallow for a corpse to be concealed.

It's also right next to Interstate 75, and very close to the Renfro Valley exit, meaning that there would be easy access to and from the Interstate. This fellow could be from anywhere. Doe Network doesn't show anyone with those physical characteristics missing from KY, OH, or TN during the relevant time period.

If the decedent was a veteran and shot when on a boat, possibly at night as previously suggested by @Oakie, could it maybe have been a suicide? Going off the high suicide statistic rates for veterans.

Someone would have noticed his abandoned boat and abandoned car if that were the case. I am convinced that this was a homicide.
