These types of places require payment when you park. It's typically a daily pass, and you leave the ticket in your window. They also usually have some sort of monitor who checks that spots were paid for, and since it's usually private property, they can get the cars towed if they didn't pay. For the most part, older ones wouldn't have cameras. But in today's world, we are seeing cameras pop up in more and more places like this to protect lots from lawsuits should a car get broken into or hit, whatever. Where I live, the lots are all old and unattended other than someone who comes to collect money and check that payment was made for a particular spot (they are numbered and you pay for that particular spot) and mark cars for towing. They don't have cameras, but do have a disclaimer sign noting that you park at your own risk, or something to that affect.
