Obviously I am well aware of the need for these agencies having worked in education. My bugbear is throwing the blame for trying to do the best job they can in sometimes terrible and hopeless circumstances.Part of the reason we create those institutions in society is because we know not all parents are fit. It would be a much more perfect world if they were.
There's no one excusing his mom or grandma in this. But cases like this can highlight weaknesses in these institutions that need to be addressed to help protect children.
Just IMO, but unless there's malfeasance or extreme negligence by individuals or institutions, I don't see any benefit to blaming them individually. Doesn't fix much and usually it's a problem that needs solving on a higher level than what one person or institution missed. In this case, I can see two changes possible that it may highlight the need for:
1. Having some sort of centralized repository of reports when children cease attending schools so that we know when they stop attending, any reason given and someone can follow up to try to conform their enrollment elsewhere.
2. More funding for social work agencies and a policy of taking updated pictures of children who make contact with them to be kept in the family's file so they can be properly identified on visits.
