Tammy Clause is incarcerated at the local jail. Perhaps she is not judged mentally able to participate in her defense?

Is this for charges related to the death of this baby or has she caught other charges now? I thought she was being held in custody at a mental institution.

Possibly she has been in a mental institution, but today she is in the county lock-up.
