No, the d’s are done correctly in the gothic style, and the image allows us to read the other tattoo so we know the photo is flipped correctly. Here is the close up image here and an example of the style of this letter D . The letters in his tattoo are not backwards.

197 is also the tattoo for the Imperial Gangsters or Almighty Imperial Gangsters. One of their logos is a crown, which could be the indistinguishable tattoo. Additionally they feature the pink panther or the letter G as a logo.Some examples here.

They seem to be mostly Hispanic

Have to admit the Cali penal code seems more likely (Homicide is justifiable in accordance with Penal Code 197 when resisting any attempt by a person to commit great bodily injury on or kill any person), but I’d also never like to assume, lol.

Also ninja editing to add that the penal code 197 is for justifiable killing in self defence, and from what I’m seeing online the tattoo is gotten after killing another prison inmate and having this code apply.

I think this ‘gentleman’ has more distinctive ears than the perp we are looking for. This guy has a wierd folded out upper helix of his ear and a concha that protrudes out. Creepy video pervert has very flat ears existing in a single plane.

PITTSBURGH —
The Federal Bureau of Investigations is asking the public to help identify a man who "may have critical information" connected to a child sexual exploitation victim.

Authorities are searching for a man from a video that was believed to have been produced in July of 2024.

The man, who officials are calling John Doe 49, appears to be between the ages of 45 and 65 years old.

During the time the video was taken, John Doe 49 was bald with a dark goatee.

According to the FBI, he has at least five visual tattoos, most notably the word Dabby on the right side of his chest and 197 followed by possible additional unknown text on his left bicep.
