Harahan police search for woman reported missing after car crash

NEW ORLEANS —
The Harahan Police Department is searching for a woman reported missing after a car crash last week.

Police say Jamie Allen, 41, was last seen in the 5700 block of River Road (Eastbank) after the crash on May 28 at 9:30 p.m

Some of her belongings were later found on the bicycle path of the levee near Williams Blvd, in Kenner on May 29, at 2 a.m., according to police.

Harahan police say she is without her medication and has not been seen or heard from since.

If you have any information regarding Ms. Allen, please contact Sgt. Drew Deacon at 504-737-9763.

This is real odd. I live reeeeal close to here. Harahan is very safe. It is also tiny and has its own police force. The street where they found her items is about maybe 2 or 3 miles away. You can take the levee (its a bike and walking "road", not for vehicles, unless its levee police). River Road does not ride along the levee all the way to Williams. A car would have to get onto the highway to get down that way. Something is definitely not right.

Southeast Louisiana Underwater Search and Recovery (he found Terrilyn Monette) has been assisting with the search.

Thank you Pursula, for starting this thread! I wasn't sure if one had been started and I have been seeing it posted in local facebook groups for a while now.

It's really weird because the harahan police are calling in several resources and search teams. But when I say I hear NOTHING about it, I mean nothing. It's a TINY town, so I would expect this to be huge news! I'm wondering what is going on! It feels like they don't have leads out of harahan because that is where the searches seem to stay.

According to HPD's FB post, her belongings were " found on the bicycle path of the levee near Williams Blvd, in Kenner". Google Maps shows that to be about 7 - 8 miles away from River Road in Harahan. If I mapped it correctly that is about a 16 minute drive or a 3 hour walk. Is it known whether Jamie walked away from the crash site? If so, it seems there would be video footage of her somewhere along the route between Harahan and the levee in Kenner. Are there any homeless camps around and/or between those areas?

No. Homeless camps would be very, very, very rare through here. Downtown nola, absolutely. Not I'm Jefferson parish,in this area.

So, what I explained in another post kind of explains the distance and video some. Most people know we have levees. We sit below sea level, so they built basically big huge hills that keep the water from the Mississippi River out. Many times, if you stand on the levee and look back and forth to the water, you realize the water is higher than the rooftops. It is very humbling and scary.

That being said, the top.of the levee is paved, basically as wide as a single car lane. It's a walking and bike path. No motorized vehicles are lowed, except the levee police. And the levee has its own police force! Her stuff was found some miles down, but it was on the levee road. So, it would probably not have been on video or a car. It also has lots of people biking or walking up there pretty much all the time.

It's real weird. Because river road ends and turns back to the highway long before Williams Blvd. I will try to get some maps to show the situation. I also want to know what it means when it says she wrecked. River road is 1 lane each way, no divider. It aaaaaaalways has cars. So if you wreck, it will block traffic. How did she wreck.and disappear before anyone saw? I think its possible the items found and her missing are 2 different things. I coukd easily see someone picking up a wallet while biking far down the levee path, then ditching it. But where did she go? And was it a 1 car wreck? What did she wreck into? Why are they searching behind the levee? (If you look on the search page I linked, you will see there is tons of land behind the levee before.you get to the water right now, so no way for her to go on the levee and fall in.

I know so little about this case! My.immediate thinking is someone intentionally made her wreck and grabbed her into their car. But there are no details, so that is just thinking, not based on fact.

No, your map is by the wrong water. That's the lake. We have levees around both. Let me see if I can get you better photos. It would not be a 3 hour walk, for sure.

Ok, this is going to be difficult. I'm not a map girl and since it isn't an actual street, it going to be slightly hard to show. Scroll through the pics here and you can see what the levee road/ trail thing looks like.

I took the map you added and drew a purple line to show the start and finish and how the path would look. As you drew, to go in a car, you would have to go back to the highway just to get down the Williams Blvd. Then would have to park somewhere and go up on the levee to drop the stuff.

Hopefully this makes sense.

I want to show one other thing. I drew the line in red where river road is. Towards the left side, I drew where it ends. At that point, you have to drive through the neighborhood to the highway. The closest road to the river you can take from that point is Jefferson highway. It gets close to the river again, near Williams, but its not actually the river road again for a little while.

Also, they say seem near red white and blue. That's a thrift store. But it's not on river road. It's on Jefferson highway. Behind it a ways would be river road, but I dont think the fence would be open behind it. I would not ever really consider red white and blue near river road. It's actually kind of far from river road. It's very possible some businesses on river road would have cameras, though. They are mostly warehouse type businesses. Not retail businesses, more commercial sales or warehouses.

TYSVM for all the info! I think I have it mapped correctly now. The second link below shows the MS River Trail and has some photos of the area. There are a couple of pics that show homes along the way. Hopefully LE and/or Jamie's loved ones have walked the path to determine which homeowners to ask about exterior camera footage. It's been so long since she disappeared. Odds are most people won't have saved images from 28 May.

I've wondered too about the car's driver. Did anyone witness the accident and see that Jamie was the driver? The report in the OP of this thread states that Jamie was "last seen ...after the crash" so I assume there was at least one witness. Did witnesses see anyone else leave the car? Jamie may have jumped from the car to run away from someone. IMO I really wish a local journalist would do a little digging into this case. It would be nice to know more about Jamie and her life circumstances prior to her disappearance. I worry most about a head injury that might have caused her to run away. But, as we often see, there are sooo many other possibilities that might explain what happened to her. Wherever she is, I hope she's okay and she makes it home soon.

Yes, I can't understand why there isn't more news stories. Your map shows the correct "driving" map now. Thank you.

I can't stop creating more questions about this case. The biggest, why is it not being talked about by anyone?!?! But after that, was the car left there? Pulled onto a side street or left on River Road? Was this a single car accident?!?! There isnt much to wreck into. I dont know if she was headed towards where her stuff was found- but if so, she was not on the side of the levee, she was on the side of the businesses, which sit back, so not too much to really wreck into. Or towards New Orleans, in which case, she would be riding next to the levee, the only thing to wreck would be a telephone pole. I am considering calling the Harahan PD this week to try to get some info. NOLA is notoriously dangerous!!! But, Jefferson Parish (and especially Harahan) are not. If women are being wrecked into and kidnapped, we need to know. And if not, can we at least get some more info, to try to help find her.

I like your thought of someone else in the car with her! I didn't think of that. Is that why they looked behind the levee? I can say this, if I wrecked, and was trying to get away from someone the VERY last place I would go would be up the levee. Not only is it physically taxing (we don't have hills, y'all. The levee gets every one of us winded!), but it is also not the logical/ safest/ easiest or closest place to go. So unless someone was dragging her up the levee (which again would be hard), I can't see her going over alone to get away from someone. Its the equivalent to horror movies walking through the woods with no lights on when they could go to the house next door.

I do not have a reason to say this other than the fact that it isn't being mentioned by anyone but her dad and aunt and the searchers, at this point, but I keep going to the thought if possible domestic something.

Thanks, yaya, for being here with me. I hate that she has no one helping her and her family.

It takes the average person to walk 3 miles so that being in mind. I think something happened to her and someone could have gotten her while she walked. Idk what to believe anymore

Haven't seen much movement on this one and was wondering if it has been resolved. If not -

To those who may know:
- What type of vehicle was she driving?
- Was there fresh damage on the vehicle that were from something other than impact with the light pole?
- Does she have a cell phone and did she speak with anyone after the accident but before she was last seen?
- Was the accident in an area that she frequented? Because if she was there because she lives nearby or was visiting family or friends and was familiar with the area...
- How was the accident reported? Did she call 911? Another driver call it in passing the scene? Police just happen upon it?

It's important to know that carjackings and people getting robbed in/just outside of their vehicles have been OUT OF CONTROL in the NOLA area lately. While Harahan is generally safer than a lot of areas - There are a handful of Extended Stay Hotels and "halfway house/supervised living" type places near to where she was last seen. Would raise the chances of somebody willing to commit a crime being in the area.

If she disappeared in an area she was familiar with -
1) No foul play but experienced some sort of medical event of suffered an accident while walking away from the vehicle incident.
2) There was a 2nd person in the vehicle when the accident occurred and either she is hiding out or victim of foul play at the hands of the 2nd individual.
3) Same as above but the accident resulted from somebody known to her running her off the road.
4) Accident and disappearance not related

If she disappeared in an area she was NOT familiar with -
IMO She may have been the victim of a road rage incident that started while crossing the CCR and was in the area trying to evade somebody chasing her.

IMO - The items found near Williams Blvd... I think it's VERY possible that these made their way there in the hands of a WITNESS to what occurred and not the PERPETRATOR. Strong possibility somebody looted the vehicle after the accident occurred and the scene was left unguarded. Would make sense for your basic thief to head back towards the levee with whatever they got their hands on. Hard to track somebody on foot after dark from there bc you could just run back down at any point along the way into various types of cover.

Oh I am so glad you are here. You are right. People do not just disappear!! And i have no idea what to make of the silence! Harahan doesn't have anything to do. You would think they would be posting non stop! So do they not want us to think danger is near? Or do they know more than they are telling?

You know as well as I do that it could not be more than about a minute before someone would pass and see the wreck. She would have been seen!

Remind me about her phone... with her? Found on Williams? Found in the car?

She loved in harahan. She drives as Kia Sportage. .the cops telling me there first where they begin. So they don't give a 🤬🤬🤬🤬. I guess my fiance is gone. I don't know why they didn't do more investigation. I don't know what to believe anymore. I hope she is alive somewhere. Why hasn't anything happened yet. I don't have a car so i can't go looking for stuff i don't know who seen her after the wreck. Why aren't they investigating people. If someone is kidnapping women shouldn't someone know. I don't want someone else being kidnapped. I thought of sex trafficking. I know she worked at Joe's cafe in Kenner. Why can't they keep looking.

I honestly think yall are going to have to start a missing page on Facebook. I saw her dad post a few times. But no one even knows she's missing! I did see that Mark Michaud helped search for her behind the levee. I think its time for a few things-
1. Do not get silent!!!! The police will respond to the pressure of the family and community. It's sad but her loved ones will have to make noise
2. Get others involved! The harahan farmers market is every Sunday from 9am-1pm. Ask them if you can put missing flyers there. Have some family members go and talk to people. Ask droopy snowballs if they will hang a sign. Harahan is tiny, so the community really helps each other. Use that to your advantage!
3. I do not thinj she left on her own or was trafficked. Something happened to her. Someone saw something. Someone knows something. We have crazy crime and it is not beyond comprehension that she was a victim. But the silence from had is not ok!!! Harahan and river ridge are so safe! If you start spreading the word that a woman disappeared on the way home from work, people will listen! Again, use that tonyour advantage. Harahan is happy it's quiet. The residents will throw a fit.
4. Possibly contact Texas equusearch and see if they are willing to help. If you need to fundraise for their expenses, then enlist harahan people to help.

We at websleuths aren't going to forget her, either! We are here for her and you. You've got this!!! She deserves to be found! I am shocked that this is so silent around here. I really am. Let's change that!!!

Sept 8, 2022 article:

[…]

Lutz said her family was contacted by the Harahan Police Department recently concerning the case. Allen’s phone has been sent to a crime lab so that data information could be obtained, Lutz said. The Harahan Police Department did not return calls regarding the case.

[…]

Miranda Ockman said she has known Allen since middle school, when the two attended JB Martin together. Ockman said Allen was a long-time St. Charles Parish resident who had moved to Harahan in April 2022 after not being able to find new housing in St. Charles Parish following Hurricane Ida.

“An eyewitness saw her walking,” Ockman said of Allen after the crash on May 28.

[…]

Ockman said Lutz’s belongings found in Kenner included her “untouched” purse containing money and her cell phone.
