Well, #1--- why just release this now? Many people who were here or might have remembered something won't anymore! My boyfriend in college used to pride himself on knowing the make of a car just by the tail lights or rims. So putting this put earlier could have helped!

#2- I love Rob Barrere. So I will try not to stay mad long.

#3- they are coming for you, buddy!!!! You thought you were free since so much time has nm passed! But they are closing in! Hope you never sleep with 2 eyes closed again!

.... announced Thursday the case had been moved from the police department's traffic division to the homicide division....

The images are not very good, are they? I read the 40 comments from the 2nd nola link. The posters have guessed at least 4 or 5 models and a few makes of the year. Oh, and, the $15,000 reward, is an offer from the family!

"The witness, who contacted police earlier this month, also provided police with three letters of a license plate..."

"Micheu said the new witness is a West Bank man who "revisited" the incident based on information he saw around the anniversary of the incident earlier this month. The man contacted authorities and investigators interviewed him. Micheu said he provided details that helped police create the composite sketch."

The horrific incident must be weighing heavily on the heart of the eye witness to revisit the site.

Driver: "Short....18-24 years of age with a thin build, brown to light brown complexion, thin braids and a green wing tattoo outline on the left side of his neck."

I'm going out on a limb here and say the vehicle is long since gone. There are multiple ways to sale a car. I recall a couple of people were at the street corner that tried to chase the vehicle. The driver even drove the wrong way on a one way street.

The news articles made it seem that the driver stopped once he crossed the West Bank and "removed" Joshua.

I took my two young granddaughters to ride the Steamboat Natchez. Parking fees were high. Businesses take advantage of their tourism. One of the major streets had an area under construction. My happy little GPS didn't know that though. Unbeknownst to me, I ran a stop sign that day without realizing it, until I received a traffic citation in the mail. On the printed ticket, was a snapshot of the back end of my vehicle.

Looking back, instead of immediately sending a check for the traffic fine, I should have told them as soon as they find the driver of the vehicle that hit Joshua, would be the day when I pay my fine.

Lol right! They can surely find you to send you a ticket! The rain probably made the camera shots worse. The (likely) reason they had so many photos is because project nola runs a camera watch program. Best thing that ever happened to the city.

Rob Barrere is a homicide detective. He's always on the First 48 new orleans. He's friends with my nopd friends and he makes me swoon, a little. But that's neither here nor there. Honestly, homicide should have had this case all along!! I am more shocked that traffic had it! That might be why there is movement now. The homicide detectives are good. And they work!!!!

I don't remember seeing a description/ sketch of the driver before! Oooohhh they are coming for yooooou!!!!! You can run, but you can't hide! For long!

Thanks for the scoop on First 48 New Orleans and Detective Rob Barrere. I rarely turn on the TV except for occasions when my babies visit or to listen to the fabulous Easy Listening MC Channel. The swooning is understandable, also. In a recent murder trial, I fell heads over heels for the Intelligence Analysis, Paul Rowlett, although he isn't aware of it nor of who I am. It is not an erotomania. It is merely my possession or obsession of a great fondness for intelligent minds.

mpnola, it seems you and I were posting on the thread for a New Orleans shooting that began as stalking behavior while driving that eventually ended by the pursuant being charged with murder. A former NOLA PO with high standing was involved since he dined earlier with the occupants of the vehicle being pursued. A great deal of controversy surrounded the wife of her semi-famous and now dead husband when she was shot in the leg during the battle of the wills.

Sleep depravity creeps in and robs the memory. I simply must do better.

Regarding the rainy evening, and the distinct possibility, of the cctv footage being grainy and blurred, I struggle to find understanding in the green tattoo highlighted in my previous post. The witness not only was capable of supplying 3 digits of the vehicle's tag # but also the driver's color and design of his tattoo.

Without further lingering on the green, feathery tattoo, let's get back to Detective Rob Barrere. Knowing your trust is placed in him, I remain grateful for his leadership, in particular, on behalf of Joshua's parents, brother and loved ones. Were they always aware of their precious young son's horrific and untimely death was being handled by Traffic Division? Like never before, I whiff a future lawsuit being filed, in one which, I could and would endorse.

Knowing this manslaughter was always kept in the bureau of Traffic Control is nearly unforgivable and prompts a desire in me to initiate a letter writing campaign.

Yes. That was Saints player Will Smith that was shot. And his wife.

I am confused by the crime being with the traffic division. I am half thinking that the description was from a witness who didn't see him driving, but rather had an interaction with him? No way you woukd see a neck feather in the dark and rainy night.

New Orleans is also a town where witnesses are often targeted and killed. It is highly likely someone was too scared to come forward. And now, they feel there is enough time that maybe they won't be remembered or identified. Someone knows the green neck feather dude, though! You can believe that! This is a really small big town. Everyone knows everyone. If they tell who it is, well, that's a different story.

This needs to be solved. I can't even imagine knowing the details like this about my child's last moments. It's just heartless.

"The grief is never going to go away," said Caren. "There is nothing anyone can do to bring Josh back unfortunately."

After the death, NOPD began investigating. A car believed to be involved was seen on video, but the make and model was not clear.

The case quickly went cold.

"The fact there has been no justice is like rubbing salt in the wound," said Caren.

The NOPD moved the case from traffic to homicide, but again, nothing.

This frustrated the Woodruff family.

"I think things would have been done quite differently had homicide had it from day one," Caren said.

She does not believe the police handled the case properly.

"You can ask for a higher standard and get things done," said Caren. "There is no reason why this wasn't solved years ago."

Police say the case is still under investigation but did not release any further information.

Josh was a Harvard graduate who was working in California and on vacation in New Orleans at the time of his death.

"We are still praying that someone's conscience will compel them to come forward with information," said Caren. " I think there is a lot of power in conscience."

Crimestoppers is offering an enhanced reward for any information in the case.
