Here's what I've got - could be completely off base.

In thugsta' lingo, "Homewood" is a suburb just south of Chicago that is quickly becoming just as bad as the inner city

"Redhill" Is a place thugs linger to victimize people - like hanging out in the parking lot of McD's

"Scoons" is a derogatory term for someone - stupid, and can be racist as well.

CIC stands for "cuz I can"

CIC is also a band - here they are performing at Bernard Beach in Ontario, Canada:
