Hi, StillLurkin. No, pull ups have a somewhat elasticized panel on each side and are pulled up and down just like big girl/boy undies.

Some pull-ups also have sticky tabs on the elasticized sides so you can pull them up and down or take them off like regular diapers. I have a pack of Target brand that have the sticky side tabs.
