Here is the report where Bond still wandered up to her neighbor's apartment to use the phone after Bella's disappearance. So, I'm thinking at that time she didn't have a phone. Maybe later she did get a cell phone, or she used ML's phone to tell ML's sister that Bella was Baby Doe. MM did have a phone because of the texts between he and ML. Yayaya!
