Fraser's family has been trying for 27 years to get answers. They believe it's a cover-up by the military.

Witnesses, including Byron Norton, also there on training, and hit by the same truck that hit Fraser, says it was an army truck that killed Fraser.

Norton also believes what happened that night was no accident.
