Yes, I believe those are the families crying, and yes it is devastating (and heartbreaking).

My thoughts and prayers for all who have been touched by this tragedy. May comfort and peace be found.

The Dutch govt has announced that it will perform this ceremony for every single coffin that is flown there in the days to come.

Are all victims/bodies being sent to the Netherlands?

All human remains are being sent to The Netherlands.
It is not known whose remains are in the coffins.
Identifications will be made by an international team with Dutch, Australians and Malaysians (there may be more).
The location Korporaal van Oudheusdenkazerne has been selected because it is the Medical Traning Center of the Dutch Army, and ample support is available there.
