A bit smaller than the suggested range for this UID, but within the age range and missing from Maryland in 1996. Also sounds like a domestic violence situation but again, never know?

I wondered if she was trying to get away from someone? Or if she was out on a summer night with a group of young people, all being foolish and the others panicked when this happened?

I'm not familiar with this area really, but Boston area, for example used to have fairly large transient youth population that hung around Harvard Square in Cambridge at this time. Was there anything similar in Baltimore?
Those could be possibilities. If she was with others, though, they either did not know her name (they may not have known her real name anyway) or possibly feared coming forward because they might get in trouble with LE for whatever reason (drugs, possibly being on probation or wanted in connection with something), along with possibly being transient.

I wonder if her hair is accurate in the recomposite photo. Those braids look really grown out; it might indictate she was living rough.
