The Office of the Chief Medical Examiner in Baltimore released its autopsy findings Monday and determined that Matthew Oliver "Matt" Elbourn "was the victim of a homicide"...

Elbourn, whose nickname was "Highwaters," was last seen in the Rock Hall area in the evening hours of Dec. 13. His family reported him as a missing person to the sheriff's office on Dec. 23, according to the news release.

His vehicle was found near the Rock Hall Public Landing on Bayside Avenue.

On Jan. 6, a property owner found a body on the shoreline in the Piney Neck area, near Rock Hall... The Federal Bureau of Investigation on Jan. 8 identified Elbourn's body by fingerprints.

No arrest has been made, making this the only open murder case in Kent County.

But Hickman, in a telephone interview Tuesday, said information continues to be gathered — mostly in dribs and drabs, and as recently as a month ago.

“I don’t think this is a case that could never be solved, but we are missing that one piece of the puzzle that will help us answer the questions. ... I think that person is out there,” said Hickman, who is commander of the sheriff’s office Criminal Investigation Division.

A $2,500 cash reward is still being offered for information that leads to the arrest and conviction of the person or persons responsible for Elbourn’s death.
