Missing-child cases shock, but are not the trend
Both at local and state level, authorities give them higher priority.

Story updated at 1:05 AM on Friday, Mar. 12, 2010

Although cases of missing, abducted and even murdered children have rocked Northeast Florida for the past year, law enforcement agencies and advocates for children say the state is at the forefront in confronting the issue.

Florida has a history of creating tools and programs law enforcement agents can use in missing-person cases, said Ernie Allen, president of the National Center for Missing and Exploited Children.

The Child Abduction Response Team system that lets law enforcement tackle cases at a moment's notice was created in Florida in the wake of the 2004 abduction and murder of Carlie Brucia, 11, in Sarasota. The 1981 abduction and murder of Adam Walsh was instrumental in the late U.S. Sen. Paula Hawkins' introduction of what became the 1982 federal law that allowed the entry of missing-person data into the FBI database. Other laws across the country now have their origins in the 2005 Florida murder of 9-year-old Jessica Lunsford.

"Florida, in many ways borne out of tragedy, has been the leader," Allen said. Locally, law enforcement continues to make changes.

In Jacksonville last month, Sheriff John Rutherford overhauled how missing-person cases are handled to give them a higher priority. He said three cases - the disappearance of Haleigh Cummings in Putnam County, the disappearance and slaying of Somer Thompson in Clay County and the shooting death of Makia Coney in Jacksonville - made him decide to speed up response times. Officers cannot delay responding to the call or swap it without a supervisor's approval, Undersheriff Frank Mackesy said. He said the changes in how the calls are dispatched have had a negligible impact on responses to other calls.

Willam "Cobra" Staubs In Court on Wednesday
Created: 3/24/2010 5:28:38 PM

William "Cobra" Staubs was in court today after a Putnam County man filed a false imprisonment charge against Staubs in 2009.

Today, at the Putnam County courthouse, Staubs entered a no-contest plea to the lesser charge of battery and received one year of probation.

But one condition of the sentence bars Staubs from conducting any bondsman activity or investigation work in the 7th Judicial Circuit during the year, and that means he would not be able to investigate the Haleigh case in Putnam.

Relative of Haleigh Cummings pleads in drug case
New court dates set for missing girl's father, former stepmother

March 31, 2010 - 11:09am
<snipped>
cousin of missing Haleigh Cummings' father will be sentenced in late April after pleading no contest to a drug trafficking charge in Putnam County this morning.

Hope Sykes made the plea in court hearings that also set new trial dates for Haleigh's father, Ronald Cummings, and former stepmother, Misty Croslin.

Sykes, 19, could face 15 years in prison, although her age may provide some leeway in the sentencing. The prosecutor in her case said she has not made any arrangements for Sykes to testify in the cases involving Cummings or Croslin, who each face multiple trafficking charges.

Sykes is scheduled to be sentenced April 27.

Cummings, 25, whose daughter was reported missing on Feb. 10, 2009, from home in Satsuma by Croslin, is set for a second pre-trial hearing May 13. Crosilin, 18, has her next pre-trial hearing is June 3 in Palatka.

Croslin's brother, Hank Croslin Jr., is scheduled for a 1:30 p.m. pre-trial today in the Putnam court.

Haleigh may still be missing, but her smile will never be forgotten. Since she has dissappeared, her grandmother has always worn her picture on her t-shirt. "I am hoping Haleigh comes home real soon because these t-shirts are wearing out," said Theresa Neves.

She wore a Haleigh t-shirt to court Wednesday morning to see her son. Ronald Cummings faced a judge for drug charges. "He is having a hard time. He is not in the best place. And he really, truly thought Haleigh would be home by now," said Neves.

Their family continues to pray that they can one day put the t-shirts away for good and be able to hold little Haleigh again.

Family members appeared in court Wednesday morning for pretrial hearings on various drug trafficking charges.

Ronald Cummings, Misty Croslin and Cummings' cousin, Hope Sykes, appeared in a courtroom in response to charges that stem from a narcotics investigation in which the three were allegedly dealing in $3,900 worth of prescription drugs.

Ronald Cummings, was interrupted in court as an accused murderer awaiting his own pretrial hearing cut himself.

Ronald Cummings pretrial was continued to May 13 for five counts of trafficking in Hydrocodone.

Misty Croslin, faces eight total counts of trafficking Hydrocodone, seven of the charges in Putnam County, one within St. Johns County.

Robert Fields, was granted permission to move Croslin's next pretrial to June 3due to issues coordinating depositions.

Hope Sykes, pleaded no contest to one of two counts of trafficking in Hydrocodone.

Sykes' attorney explained there were surveillance tapes containing a drug transaction with Sykes present.

"That certainly supports your plea," Judge Terry LaRue said.

Sykes faces up to 30 years in prison for the felony charge.

Hank Croslin Jr., faces one count of trafficking in Hydrocodone in the same case.

His pretrial was continued to May 13.

Several family members of Cummings and Sykes were present during the hearings, including Teresa Neves.

"I believe Hope Sykes has to do what is best for her, and if that is what she and her attorney feel is best for her, then we fully support that," Neves said.

Neves said it "is very hard" to see her family behind bars. "Haleigh is what we have to spend all of our energy on, and it's hard to know there are other things going on beyond our control," she said.

When asked how Cummings was handling everything, she replied that he is having a "very hard time right now."

"He is fighting a lot of depression - he thought Haleigh would be home by now," Teresa Neves said.

More Misty Cummings, Hank Croslin Sr. Jailhouse Conversations Released

POSTED: Thursday, April 1, 2010
UPDATED: 5:39 pm EDT April 1,2010
<snipped>
In the latest jailhouse videos released by the St. Johns County Sheriff's Office, Misty Cummings and her father, Hank Croslin Sr., mention missing 6-year-old Haleigh Cummings a few times.

"I just hate this man. They tried to ruin our whole life," said Cummings, the former stepmother of the Satsuma girl. "Whoever did this to Haleigh is the one who ruined our lives, and they better find them before we do."

In another jail visit, an emotional Hank Croslin Sr. reassures his daughter that he still believes she had nothing to do with Haleigh's disappearance, but in the same breath, it appears, Croslin still has doubts with little new information surfacing about her whereabouts. "I do believe in you, but I don't believe everything I'm hearing," Croslin said. "It just don't make sense."

But Cummings' brother Hank Croslin Jr. said his sister isn't being 100 percent truthful. He said he believes prescription pills have everything to do with the Haleigh vanishing last year.

"I really think it's all drug-related, otherwise (Cummings ex-husband and Haleigh's father) Ronald (Cummings) wouldn't have said that (expletive) if it wasn't true," Croslin Jr. said. "I just hope Haleigh comes home. That's all I worry about. She's an innocent little gIrl that doesn't deserve this (expletive). She shouldn't have been with Ronald anyway."
