Suspicion of breaking a law, but there is no law that states that everyone in the United States must carry a passport with them at all times.

What laws are they breaking? Not speaking English? Does that mean they can beat you and throw you in jail?
Maybe you should start looking at the case law. If they have "reasonable suspicion" they can question you and require you to identify yourself, If you lock yourself in your car, they can use force to remove you.

"Reasonable suspcion" of what law? It's very subjective.

This means they can pull over any "POC" for just their skin color.

Terry says:
, is committing, or is about to commit a crime and has a reasonable belief that the person "may be armed and presently dangerous."

The word "dangerous" is the key. Should we pull over everyone we think is a prostitute???

They pulled him over because of traffic violation, which is legit. He resisted.
Don't cops do that? Why is ICE involved in traffic violations? Under what authority?

It is a "reasonable belief" was armed and going to commit a crime. It is not proof that he was and those interactions where LE does not find a weapon do not end up in court.

The key words are "reasonable belief." If they thought someone was going to steal a wallet, they could detain him.

A traffic violation constitutes "reasonable belief," to ask the man to identify.

Here are some statistics from a left leaning source on US citizen arrests by ICE. More Than 170 U.S. Citizens Have Been Held by Immigration Agents. They’ve Been Kicked, Dragged and Detained for Days.

Out of about 68,000 arrests, they have arrested 170 US citizens. 130 of those were charged with some criminal act; while they claimed the cases were collapsing, they have not seemed to. of the 40, 20 were released within 2 hours. Only 20 were detained longer.

I know that this is an emotional issue for some, and I have seen some things ICE did that I think were improper, but a lot of what people are complaining about is standard law enforcement practices that have been around for decades.
