Yes, she very well might be back in the US. Jenny seems quite resourceful that way (definitely not me ...).If I recall, Jenny was in the process of re-upping her card status.
To be honest, Jenny could have so easily come back to the US, changed her Jenny name to a different one, and just started her life over. Police do not have to inform JR of this as far as I know. However, if he goes to file a death certificate or get divorced/remarried, would they then have to verify she is alive and well?
As you mentioned, she "was on the path to citizenship," according to JR. As a resident alien, she wouldn't have needed a reentry permit if she was indeed planning on being outside of the U.S. for only three to four months, but still not the wisest thing to do, IMO. You really want to show the government that you want to live here permanently, to be an American citizen. Plus, Jenny didn't even move to the States until 2013.

I do not believe LE would be obligated to let JR know her location if Jenny were to be found. They would probably let him know that she has been found alive, however, since a missing person's report has been filed with the SPD.
According to this Wiki entry, in the U.S.:
"The law calls people who disappear missing or absent. Several criteria affect declaring someone dead by assumption:
- A person's being missing from their home or usual residence for, typically, seven years (the period varies from state to state)
- Such absences being continuous and without explanation
- Such absences being accompanied by a lack of long-distance communication with those most likely to hear from them
- Diligent but unsuccessful search for that person and inquiry into their whereabouts."
