I thought it was a law in most states that there have to be TWO adults on school buses. It's hard to believe this horrific crime went unnoticed by the driver? You couldn't hire me to be a school bus driver under any circumstances. So sad!

I'm not aware of any such law in Michigan. I asked DH, who served two terms on our local Board of Education, if he knew of such a law, and he said he never heard of this during his school board tenure. In fact, toward the end of his eight years on the Board of Education, the school district moved toward outsourcing many school services, including transportation, food service, and building maintenance. Out-sourcing these services saves the district money and allows administrators to focus on educating students. Having an adult rider in addition to the bus driver on every school bus would be cost prohibitive for most school districts.

The home environment of the 7-year-old perpetrator definitely needs to be investigated. If the child has not been abused in this manner, he has likely witnessed such activity between others in the home or elsewhere. The 5-year-old victim's mother had the good sense to get her child into therapy. I hope the perpetrator and his family seek help, as well.

Yes, a 7 yr old doesn't think up this idea on their own. Very sad all the way around. I am thinking that this 7 yr old is a victim as well. He is too young to just act out this way unless he is being forced in a similar fashion.

I know that we cannot allow abuse victims to go and abuse others and give them a 'pass' for doing so. But 7 yrs old? They are still babies. ugh
