I liked Forager's answer. It could be the age and/or sex of the kids depicted or an assessment that indicated the daughter was not a victim, and not likely to be, etc. it's quite hard to tell.
Supervision is typically ordered for sex offenders with kids or those accused of being sex offenders. And it's a safe option usually. But if the monitor is sympathetic to the offender/alleged offender, that's a problem.
