I wonder if he was with extended family, or a new foster care situation, or some other situation where they weren't used to him and his wandering behavior? He's 9 years old - it seems like anyone with experience with him would have had a LOT of experience keeping track of him. If they had to involve security 4 times in one day, that's exhausting. No one who is familiar with this child, and his wandering behavior, would sign themselves up for a day like that - they'd either have a strategy (an ankle tracking bracelet, for example) or they wouldn't plan events with him where their day would be spent trying to track him down.
I wonder what that looked like - a 9 year old child shouldn't need constant supervision in a public place. Certainly other 9 year olds are allowed to go to the concession by themselves, go to the bathroom and return, etc.
Prayers they find him. I think it's actually very possible he's just wandered off and will be discovered somewhere today.
