I wonder what the reason for "insufficient DNA" was, since they were able to extract a DNA sample from the female. The death was recent and both had recognizable faces.

Maybe back then nobody thought to gather any DNA. Then by the time it was an option, there was very little to be had. I'd guess they cremated him which would definitely make DNA unusable. But, if he's buried, then they could exhume him.

Woman Doesn’t Get Her Fondest Dream

She wore a yellow skirt and vest, gold earrings and a watch. She had a ring on a chain around her neck And a letter in her pocket. “Darling don't cry anymore” the letter said “Be patient You have to come to Miami. It's good. It's beautiful!"
She never made It.
The woman’s body, along with that of a male companion, was pulled from the Atlantic Ocean near 88th Street in Surfside early Sunday. The letter was written in Creole. Metro police said man and woman, both in their 30s, were apparently Haitians who tried to swim to shore from a boat.
Both drowned.
