I don't recall hearing the Sheriff indicating specifically that the TOD was between those hours either. I'll check the media thread but I don't think it refers to TOD. Since those are the hours for which LE were seeking help about vehicles in the neighborhood, it seems reasonable to assume TOD was estimated to be within that range.
