What could "on foot" be a euphemism for?
If it's to be interpreted literally(I think it probably is), then I - like Wisdom, above - see two possibilities:
1.) There was another vehicle at the site, even if that isn't currently proven;
2.) It was D.R.
I suppose they could be saying, "in code," that they now believe #2 is correct.
I wonder, how did they rule out the driver of the "proven" vehicle as a suspect? I don't think they even identified him for 10+ years.
Why can't we prove by now what happened on that driveway? What do they see? With the print field we see, how was it logical to change to someone on foot? I see the evidence of a parked car as well.
Could Kevin's tracks be a confirmation rather than a revelation?
And I mean beyond Kevin's tracks.

No way in HE double hockey sticks I am buying that there were only two or three sets of prints in that driveway. I can see many more than that in the pictures. To claim they identified all the tire prints is absurd.
From what I can see from all the photographs and video screen shots, it looks like the only prints that can be confirmed to be Jacobs appear next to the tire tracks. I have seen no evidence that there are any of his prints between the abduction point and his last prints which to me suggest he was carried. This could be confirmed by looking at all of the SCSD pictures and picking out the abductors prints. They ARE there somewhere. If the abductors prints end where Jacobs do, this would confirm the car. If they continue on down the driveway to the farm, you do not need to be Sherlock Holmes to put the pieces together.
Whose prints were the other 2 on top of the tire track? LE? It confounds me that they said they only got one print and it was Jacob's. Was the perp levitating? (Lol, sorry). But seriously, I don't think they want to show the whole print scene because then they'd have to admit they screwed up and let 500 people walk on and drive over the scene before they bothered to take pictures the next day.

Your theory changes some of the few facts we know. Namely that three boys were approached by one man. Furthermore, the boys did not see a car.I do believe a car was involved, and there was more than one perp to abduct Jacob. The boys were frightened, and running on adrenaline, and likely did not see or hear a car.
If Jacob was physically picked up by the perp, would the dogs lose his scent? Could he have been carried to another driveway/road where the getaway car was parked?
If the car was parked on the driveway, where Jacob's footprint was seen next to a tire track, could the driver have waited a moment until the boys were 1/4 mile into their run. The perp told the boys to run, and not look back...."Or I'll shoot"! That would scare the you know what out of a child, and they would by flying to get home!
I remember when my brother scared me by knocking on my bedroom window from outside. He was on an attached deck on the second floor. I was so scared, that I jumped the whole flight of stairs, hitting my head on the way down. I did not think of anything except getting away from the man on my porch....which later turned out to be my brother playing a joke on me. Very few violent kidnappings occur in tandems, so why is it necessary to create more complicated reality by having multiple perps and a car on the driveway?
What evidence suggests a conspiracy?Obviously only one perp abducted him. That doesn't mean others weren't helping to set the abduction up (just my opinion, and not a fact), and there was a tire track with Jacob's footprint near it--------------->In the driveway.
