I'm British, so the rights and wrongs of American immigration policy and the enforcement thereof are no concern of mine. Here on Websleuths we are here to discuss crimes, so let's look at the crime shown in the video below. In it we see a group of 6 to 8 LE operatives make a rather ham-fisted attempt to detain somebody. On the face of it, he does not appear to be armed. One of the group proceeds to pistol whip the suspect in the head, which I rather doubt is a procedure found in the training manual. He attempts to get up but falls to the ground, at which point he is clearly no longer a threat to anybody. At least one LE operative then proceeds to empty his firearm into the individual's chest.

There is no possible justification for LE to shoot somebody who is clearly no longer a threat either to them or anybody else. In my country, I would expect armed police officers who behaved in this manner to be put on trial for murder, and to be convicted of such.

I’m sure this administration will try to spin it as he was armed and posing a threat to the officers (even if video evidence proves otherwise) but MN is a legal concealed carry state and the Minneapolis police chief has already confirmed that the victim did have a legal permit to carry a gun and had zero criminal history besides a few speeding tickets. He clearly isn’t using his own gun or even able to reach his gun in any video I’ve seen so far, before they started shooting him point blank as he laid on the ground

What we know after the Minneapolis officials' news conference​

Here's what we've learnt from a news conference held by Minneapolis officials, after a man was shot dead in an incident involving federal agents:

• The person who was shot dead was a 31-year-old white Minneapolis resident, believed to be a US citizen
• Police say he was a lawful gun owner, and his only known interaction with law enforcement was related to parking tickets
• The site where protesters have gathered after the shooting has been declared an "unlawful assembly", and police are urging locals to leave the area

We'll be hearing from Immigration and Customs Enforcement and Border Patrol leadership in their own news conference shortly.

Why did the ICE agent leave the scene? Is that some kind of protocol when a protester gets shot? Just hit the road? I don't know who he is but he presented a danger not only to the protester but all the other agents who were grappling with him on the ground. He just pulled out of the melee and shot the guy. I don't even think the other ICE even knew he was going to do it based on their reactions.

The person killed in the shooting was a 51-year-old man, according to the BBC's US partner CBS, which is citing a hospital record obtained by the Associated Press.

The BBC has not been able to independently verify this.

Federal agent shot and killed armed man, Homeland Security tells BBC​

The US Department of Homeland Security has confirmed to the BBC that a federal officer shot and killed a man in Minneapolis at 09:05 local time (15:05GMT) this morning.

Spokesperson Tricia McLaughlin says Border Patrol officers were carrying out a "targeted operation" on an "illegal alien wanted for violent assault" when someone approached with a 9 mm semi-automatic handgun.

"The officers attempted to disarm the suspect but the armed suspect violently resisted," McLaughlin says.

"Fearing for his life and the lives and safety of fellow officers, an agent fired defensive shots. Medics on scene immediately delivered medical aid to the subject but was pronounced dead at the scene."

McLaughlin adds the suspect had two magazines and no identification, and that protestors arrived on the scene afterwards "to obstruct and assault law enforcement".

The wording of the report is suggesting that the many was openly carrying a gun which I'll need verification from alternate sources before I believe that account.

Minnesota Governor Tim Waltz has posted again on social media, saying he has told the White House that Minnesota "must lead the investigation" after the shooting incident.

He urges people to stay peaceful and let state investigators "secure justice", adding that "the state has the personnel to keep people safe – federal agents must not obstruct our ability to do so".

For context, the FBI launched an investigation into the shooting of Renee Good, which initially included state and local officials. Later, the Minnesota Bureau of Criminal Apprehension said it was cut off from the investigation.

In bystander video of the fatal incident in Minneapolis today, many details remain unexplained, but the viewer can see a tussle of five or six agents in dull green uniforms pinning someone to the ground and some of those agents raising their arms and appearing to punch the person.

The person on the ground also appears to be being kicked by the agents who are restraining them and then shots ring out. It is not known if the man on the ground had a firearm actually upon his person at that time or if he was trying to reach it or use it. The federal government has said the man was wielding a pistol.

The Minneapolis authorities say that the federal government has not told them yet exactly what led up to the violent detention and, ultimately, the fatal shooting of the man.

Minnesota governor Tim Walz has called for the state to lead the investigation into this incident.

The Minneapolis Star Tribune has named the person shot dead by the federal authorities this morning as Alex Jeffrey Pretti, 37, from south Minneapolis.

The main newspaper of the city has cited sources they cannot name but who are “familiar with the investigation.”.

City police chief Brian O’Hara earlier said the man, whom he did not name, had no serious criminal history and a record that showed parking tickets.

The Guardian has not independently received confirmation of the victim’s identity but we are monitoring all legitimate news sources closely and making inquiries and will bring you the news as it develops.

In the second video floating around (no MSM link yet that I could find) it looks like he tries to protect the woman that the agents are shoving, they both get pepper sprayed and shoved to the ground, then agents surround him and shoot him. Nowhere does he brandish a weapon in the videos I have seen.
