I'm British, so the rights and wrongs of American immigration policy and the enforcement thereof are no concern of mine. Here on Websleuths we are here to discuss crimes, so let's look at the crime shown in the video below. In it we see a group of 6 to 8 LE operatives make a rather ham-fisted attempt to detain somebody. On the face of it, he does not appear to be armed. One of the group proceeds to pistol whip the suspect in the head, which I rather doubt is a procedure found in the training manual. He attempts to get up but falls to the ground, at which point he is clearly no longer a threat to anybody. At least one LE operative then proceeds to empty his firearm into the individual's chest.
There is no possible justification for LE to shoot somebody who is clearly no longer a threat either to them or anybody else. In my country, I would expect armed police officers who behaved in this manner to be put on trial for murder, and to be convicted of such.

Video appears to show shooting involving federal agents in Minneapolis
Video captured by witnesses shows federal agents restraining a person before shots are fired in Minneapolis. City officials have confirmed they are investigating the shooting.
