This story is a sad case. It's sad that the neighbors witnessed toys being thrown down past their windows and never took the time to report it to CPS or the police. It was clearly a sign that if toys were being thrown down that children were present in the home, and it was clearly a hazard to them. I feel that the parents were purely just negligent to their children. The fact that the child safety lock was on the inside of the door the parents wanted the children restricted to that room until they choose to allow them out. And I am clueless as to how a three-year-old just walked out of the door on a 9-story apartment and found his way out of the building and walked his way to a gas station and nobody noticed him walking alone on the street. Just makes no sense to me.
