Alderman Boyd asks if police taught "shoot to wound," not just kill. Dotson says police taught to "stop aggression" along a force continuum.

Police Chief Dotson asked how officers are trained to handle people who want to commit "suicide by cop."

Rachel Lippmann ‏@rlippmann 3m
.@jeffreyboyd is clearly uncomfortable w/ the way mental illness and use of force can collide. @ChiefSLMPD says he is too.

Rachel Lippmann ‏@rlippmann 2m
.@ChiefSLMPD - I will have the conversation about the need for mental health treatment all day long.

Rachel Lippmann ‏@rlippmann 2m
.@ChiefSLMPD says the use of force policy is fundamentally the same as he was trained on in the academy in 1993.

Rachel Lippmann ‏@rlippmann 1m
.@AntonioFrench - do you think the officers involved in the Powell shooting could have used less force?

Rachel Lippmann ‏@rlippmann 21s
.@AntonioFrench - there is a difference b/w what is legal and what SHOULD be done. Reading from Taser policy

So I finished watching the meeting....

In the immortal words of Keanu "Whoa.."

IMO----
Anyone else get a very big anti-establishment vibe from 99% of the speakers? It was chaos as it seemed any attempt to interject structure into the discussion was shouted down while those whom seemed to have the support of the "mob" in the church pontificated utter-nonsense with no actual understanding of even some of the most basic concepts of civics.

As one poster pointed out quite aptly...."Lord of the Flies" comes to mind, a mob of people with no understanding and zero sense of personal responsibility or accountability. I think however the meeting did serve as a could snapshot of the public mentality of Ferguson.

We did not see discussion, we seen "Demands" which is the first notion that made me wonder something...

If a child like Michael Brown grew up in a place where these kinds of people were his role model, would he be likely to respect authority? It really looks like people in Ferguson have an issue with is government in general, they are willing to disregard laws and make demands. They refuse to use the channels provided to them by crying that it is a unfair system, a system that works fine in other places (where whites are not the majority no less) I keep hearing the word amnesty thrown around, which just says to me that there have been plenty of folks on the wrong side of the law who don't want to be accountable for their actions.

--quick mention btw, photo id in Canada runs around 60 to 100$--
Another poster said "I wonder what is going through the city councillors minds as they drive home tonight"...that answer is simple "whats my Realtors phone number?"

In short, we have a very volatile community that agitators can easily stir up for profit, you have a irate community that is galvanizing towards a purpose, but that purpose seems largely aimed at personal gain rather then social reform. I feel sorry for MB if he was raised by this community as he may have had some of it rub off on him which seems to add to the narrative that he might have been more prone to getting into a altercation with a LE then previously indicated.

That's the biggest problem right there (BBM)

Warning shots are not permitted under @SLMPD use of force policy. As @ChiefSLMPD put it, "what goes up, must come down."

And in Florida, warning shots get you thrown in jail! (I haven't followed that recently - I hope she's been released!)

Gun safety teaches not to draw your weapon unless you believe your life is threatened. Brandishing charges can occur for just showing it (like the guy in the video right after Michael's shooting did). I'd never expect LE to fire warning shots.

Judge Ellen Levy Siwak of St. Louis County Circuit Court Division 11 on Tuesday denied both petitions filed by the St. Louis Post-Dispatch and GotNews.com.

Last week, a juvenile court official said in a hearing that Brown had no serious felony convictions, such as first-degree murder or second-degree murder.

No reason was given for the denial of the petition.

Last night, Johnson said he may appeal. I wonder if the Post-Dispatch is considering. Seems odd that no reason or legal explanation was given.

Thought I had read somewhere that both had ordered transcripts of the hearings, which I assume were then on the record. If true, it tells me they are at least contemplating it.

Is that a big issue for the elderly over 65? Traveling out of the country?

Please. I'm over 65 and not drooling & feeble. I travel outside the country every year.

French is right in the mix with the agitators, Shaheed, and Chapelle-Nadal.

Hm. Could the highway shutdown and re-escalation be a method to try to force Gov. Nixon to call out the National Guard again, then these "leaders" will swoop in to bully him into replacing McCulloch?
I posted something like this days ago. Pretty transparent, isn't it?

I'm thinking a basic skills course titled, "how to interact with law enforcement and not get shot" is in order.

Paired with a basic civics course.

"We don't do warning shots or trick shots for the hands or knees," says Police Chief Dotson, "It's not like TV."

Ray Downs ‏@RayDowns 3m
Dotson: "It's not like the movies where you use trick shots and shoot at knees or hands...We train officers to stop the aggression."

Reportedly, MB was an avid gamer. I wonder if MB's experience with police tactics, via the hugely popular Grand Theft Auto series, contributed to his having a skewed view of "surrender"? In the link below, GTA players discuss dealing with virtual reality police, who appear throughout the games:

http://gta.wikia.com/Police

Apparently, outwitting the police is a major objective, including faking surrenders but then taking off. And this sounds ominously familiar:

  • Police officers are far more aggressive in pursuing you, even on a one-star wanted level. In particular, once a policeman opens the door to the player's vehicle and climbs on, it is nearly impossible to shake him off and being busted is inevitable.
