What the heck is that supposed to mean?

the caption under the 1st pic: Mike Mike, as the family called him (pictured with brother Andre, now 7 and sister Deja, now 14) had won a place at college and was told by his mother to 'do what he wanted this summer' as a reward. He chose to stay at his grandmother's house where the aspiring rapper had a makeshift studio

Well if the Treasury Dept certified that the damage WAS due to terrorism then one would expect some of those arrested to face terrorism charges too, right?

Yeah I don't think any higher ups will want to charge those "poor peaceful protestors that got a bit out of hand" with terrorism.

To some of us Yanks, sounds like "winning a scholarship" funds or grant for higher ed.
Googling around in some British publications, imo, sounds more like "being admitted" to a college or U, rather than being awarded a scholarship or funds. See ex below.

It's their own fault for failing to require simple, procedural rules to be followed. Roberts Rules of Order has been around for quite some time. Cops should be there to enforce the rules.

Yes, good old Robert's Rules, as cited in Ferguson's Muni Code as procedure for city council meetings.

Sec. 2-28. - Parliamentary procedure.

Robert's Rules of Order. Except as otherwise provided by the Charter or by these rules, the proceedings of the council shall be controlled by the latest edition of Robert's Rules of Order, Newly Revised. Not suggesting RRoO will keep anybody calm and under control at a meeting.

Gone for a couple of weeks and it's the same story... wow.

I'm glad some people got some free groceries and toilet paper. After all, the first of the month doesn't come around for another 18 days.

If the GJ doesn't indict (and let's hope they have enough sense not to ..) and the peeps start rioting worse than before.. that's when the police and National guard should just start hulling heads, as my daddy would say. <modsnip>.

It don't take long to learn a lesson when the teaching comes swift and harsh.

I am not sure how the council would be expected to keep an order at all with this angry group, let alone, trying to keep them using Robts Rules of Order. I don't see that happening, because any time any of the council members began to speak, the crowd began chanting, and/or shouted the speaker down. And there were too many shouting for the cops to really do anything about it. There were just a few cops inside the meeting.

In order to control the mob mentality, you are going to need a strong black leader to come forward and ask them to stay calm and listen, and take part in the council process in a pro-active, productive manner, w/out the cussing and threats.

The cops cannot really enforce the rules, without a huge melee erupting. And that is exactly was the rioters want. They want pictures of cops throwing black citizens out of the all white council headquarters.

Can't remember and I'm seeing some things on twitter about it.

IIRC the president of one of the police organizations mentioned he had a lawyer. That was a couple of weeks ago I think.

Here, law enforcement removes those that disrupt. There are rules for a reason. The rules were twisted into a pretzel once...it should not be permitted to happen again. IMO

Well, sure. They do the same here. But it's usually only one or a small number, surrounded by an audience that is siding with the police actions. But if you have 500 people in the crowd, and 200 are chanting ' I'm Down, for Mike Brown'---what are a few cops going to do?

They'd need to bring in a larger show of force, which is exactly what the rioters want. The city council is in a lose/lose situation, imo.
