To understand Kansas City you have to understand that it is technically in more than one county. The majority of it is in Jackson County which is south of the Missouri River. The second largest portion of it is in Clay County which is north of the Missouri River. In general the part of Kansas City in Clay County is known as the more safer and better part of the city. North Kansas City is a separate City that is also located in Clay County.

The local NBC news affiliate's report definitely said the police have not received any tips that suggest to them someone might believe Toni is being held or had been harmed by a specific individual.
Obviously, in it, an officer is seen answering questions about the police...and indicates the police have searched for her. However, I couldn't find anywhere on the KC, MO or KC, KS police page where they asked the public to look for her. Does anyone know if they've formally registered her as a missing person or launched a public awareness campaign?

It does look like she's registered at NamUs.gov. Does that mean the police have officially classified her as a missing person or can someone else add her there?

if it was successfully sent then yes, it would be received by the carrier and held for delivery when the phone next pinged a tower.

It's an iPhone if it didn't go through it would have a red ! next to it. It went through at 9.19am
It went thru on the friends end, doesn't mean that Toni received it. The red not sent on iPhones is a service issue with your own phone not the receivers.
Pardon my ignorance but I don't get it. Why do you have turn off electronics to do an illegal transaction? How does a cop driving by track your gps or cell phone?
I know I have an iPhone and have had for several years. It went through yes, and IMHO it was read. When they haven't been read on my phone it says 'Delivered' beneath the txt until the person I sent it to reads it.

The quotes below led me to believe they ARE involved with her insurance, but it was still difficult to access data. What do you make of this?

I understand it's your opinion just stating facts though. The screenshot of the friends phone shows that an earlier message was in fact READ, however the last text did not say that.
Since your an iPhone user, I am as well, you would know that the conversations closer on time where there is commutation the phone won't say read because your actually having a convo. Further distance between messages is when you see those read and delivered pop ups.
I have the setting on my iphone switched so that it never turns to Read from Delivered. (Because I don't want people to expect me to text them back in meetings etc.) So it may depend on her settings as well.

The second article goes on to quote the father as saying, "the insurance company." If it were their insurance company, I would expect him to say "our insurance company." The word "their" appears to be used by the author of the article simply to conveniently match up with "the family." Toni's father clearly does not say that in the quote.
Reporters writing articles mess this kind of thing up all the time. In order for it to be "their" insurance, they would need to be on title, would they not? In which case it should have been easy to get the location info, which they never were able to get (police got it). This is why I like to see interviews, if possible. Then you get the actual words right out of the person's mouth.
