Why would they not take a report? I know sometimes reports have to be given in person, and you have to go to them. Is that what you mean?
There is much, much confusion in Kansas City over whether anyone ever attempted to report the alleged missing women (plus the known victim when she was missing) to the KCPD or whether the families/friends told Bishop Caldwell and Bishop Caldwell tried to report to the police, or whether the families/friends told Bishop Caldwell alone and no one tried to report to KCPD, or what???? Now please understand I believe Bishop Caldwell. I have been trying to get people to watch the interview he did with Hidden True Crime on Youtube, where he explains a bit more clearly how he got wind of the missing persons.
In the original KC Defender report, which presented the original Tik Tok with Bishop Caldwell, he starts out "I'm a little upset right now" which I can understand. On here I got a post taken down for mentioning Tik Tok but the original Tik Tok was shared on Atlanta Black Star

OK in the Hidden True Crime interview, Bishop Caldwell has a little more time and explains a little more clearly. He says he was going door to door trying to help a gentleman locate his missing daughter, and THAT'S when people told him about other missing women in the community.
Bishop Caldwell comes across in a more clear way in this Hidden True Crime video, especially the latter half. At about 27 minutes, he says the community had a description of a "scruffy white guy."
If I could get local people in Kansas City (well, on Reddit anyway) to watch this Hidden True Crime video, maybe they would stop refusing to give Bishop Caldwell any credence! I think part of the problem with local Kansas Citians believing Bishop Caldwell is that on the original Tik Tok he did not have time to lay out all his evidence and also as he started out, he was upset when he made the Tik Tok.
Bishop Caldwell is not a journalist nor a P.R. person and hasn't laid out the evidence 1-2-3 to the satisfaction of some who are used to journalists (who also don't lay things out 1-2-3 very well anymore either!) I wish someone could get Bishop Caldwell on video explaining once and for all.... did the families report this name, and that name, and the third name, to the cops and the cops refused to take the report, or did the families tell you when you knocked on their door and you tried to report to the police and the police refused to take the report? or what?
Someone on Reddit probably rightly pointed out that these days, there is next to no local "boots-on-the-ground" investigative reporting. I think part of what's going on is that some people still expect mainstream local news outlets to have done boots-on-the-ground investigative reporting but who's monetized enough to do that these days? Maybe Youtube is better equipped these days.
Some locals are demanding names before they will believe there are X number of missing persons unaccounted for still, and the mainstream news hasn't yet explained this to certain people's satisfaction I guess you'd say.
Another complication is that if the families/friends and/or Bishop Caldwell did report the alleged missing women to the KCPD, the KCPD could be lying and denying that attempted reports were made. Some believe that to be the possible case. As another Websleuther pointed out, some in this community may be afraid to be seen talking to the police, so maybe they only talked to Bishop Caldwell and maybe Bishop Caldwell went to the police and was pooh-poohed. I don't know. But I'm open to believing Bishop Caldwell even though he hasn't laid it out in as clear of 1-2-3 as I would like him to. Names or why no names? I think maybe the families asked him not to name names? I don't know?
Still don't know for sure if the families or Bishop Caldwell attempted to report and the police pooh-poohed them or ??? but i do believe there are missing persons because the victim said there were others and THAT was in the Guardian.
