The video starts with two members of the VPD arresting a man. What happens prior to this is not on the video. The person filming walks up on the arresting officers saying they are choking the man being arrested. When he gets close the officers order him back. The man filming can be heard taunting one of the officers. That officer, Deputy Chief Troy Kimble, jumps up from the arrest with his hand outstretched ordering the man back. The man taunts Kimble saying, “Man, you already killed somebody, hands up. Hands up, he be killing folks. Hands up. Ya’ll see it right? He be killing folks.” Kimble continues to orders the man filming to back up. As the man backs up he continues to taunt Kimble saying “Hands up, hands up.”
The video then shows Kimble run towards the man filming and, presumably, taking him to the ground and arresting him. Chief Penny Jones clarified the man was not arrested for filming the video, but on other charges. Chief Jones has promised to update that information.
