The place you reference is a group home located at 426 South 26th St in Billings, named for Ted Lechner, a longtime juvenile officer and judge.
The place you are looking for is sometimes called the "Yellowstone County Youth Services Center: located at 217 North 27th St. Ted Lechner was the driving force behind it's creation, but it is not named after him. There are other facilities for housing youth offenders at that address, but I do not know their names. The entire top floor of the Yellowstone County Courthouse is devoted to youth detention facilities, while the entire floor below is deliberately kept vacant. Neither floor can be accessed by public elevators or stairways, and one of those floors cannot be accessed from the other. It provides utmost privacy, yet at the same time provides residents breathtaking panoramic views of Billiings and the entire Yellowstone Valley. IMO
Seems like the juvenile facility in a Billings is shrouded in secrecy.......

Those details include a neighbor’s claim that Batts, Sasser III and Alex’s 18-year-old aunt beat and dragged Alex back to their home on Buffalo Drive near Hebgen Lake after Alex tried running away in December.

An investigation uncovered videos of family members and Roush torturing Alex at the home, where Alex’s aunt and 6-year-old uncle also live, court documents allege.

Batts told detectives the family recorded Alex to use as evidence when they took him to “get help.” Batts said Alex needed mental help.

Batts said she pulled Alex out of school in September to homeschool him after he got in trouble for groping a girl, according to charging documents. Batts struggled with the task and said she would make Alex do jumping jacks and “wall sits” if she caught him not doing his school work. Batts forced Alex to stand in front of fans half naked and squirted water at him. She told detectives, “That’s what they do with cats, right?” court documents say.

This picture is seventeen years old, but the background gives a good view of what a portion of the facility is like. This is most likely the area holding JSIII.

quoting my post , so Alex tried to escape in December, possibly almost making it for help! Why the neighbor did not call LE after observing Alex “dragged”, escapes me.

Here is a picture from Wikipedia of the building at 217 North 27th Street, Billings. I have not been inside the youth portion facility in many years; but my best guess, from memory, is that JSIII would be housed in the area I have marked with an arrow. JMO

IMO since first reading of this horrific murder, it was evident to me that there was an alcohol problem. Typical addict behavior, blaming others for the lack of their own stash. PB has many issues, and she needs to be put down

I think PB will accept a plea (if offered) to avoid the DP. She has spoken, apparently cooperating with LE.
JR will get the lightest sentence, imo. I’m not sure of his involvement. It seems he did nothing & by nothing I mean he made no attempts to stop the abuse.
I now wonder if the six yo boy was abused?

Still not too late to charge Madison.

As for why no one called the police before, is that most people MYOB here. Maybe that isn't a great thing. But the bar probably needs to be pretty high before folks are going to call the police on neighbors.

At least in Montana, a call to CPS will be followed up on.
