That is a normal school situation. And let the school determine what discipline is appropriate. Maybe a change in placement.
It would be interesting to know if JAH was identified as "disabled" and if he had an IEP. Rural schools in Montana have had some problems with following IDEA, public law 94-142. The law for special education services for children with disabilities.
There have been some severe irregularities in rural areas, with providing a Free and Appropriate Education (FAPE) for children with disabilities. This may have some further implications. But I am pretty sure that no one will stir that up. The Office of Public Instruction (OPI) could probably look at the student record.
