I would have thought that this was not his first crime and that the police would have his photo and other details on file so could identify him quickly.Did they know who they were looking for but just not know his location?

I also wonder if they were expecting other incidents which is why the armed police and other personal were on the scene of the train stabbing so quickly.

I can also say that the homicide figure in London would be much much much higher if the hospitals and trauma specialists in London hadn't of had so much experience in dealing with sharp instrument trauma over the years. They are more or less world leading experts in it.
