Tips called in on 8/11 to crimeline, then 8/12, and 8/13 again to crimeline. After 3rd call, Deputy meets with utility worker at scene, goes back to look, then leaves. Another female deputy arrived and is waved off by 1st deputy.

So the Deputy "looks" and that's it?

Sounds like the deputy on the 13th was the one at fault. He waved off a female deputy saying he had it covered. He probably barely even looked. I think it was all a crock or some big mistake that dogs had searched that specific area.

So meter reader had been re-assigned after August, then was just recently re-assigned to this area again, so he got curious and went in looking, and found what he found.
