No, different locations. Rio Rico is considerably south of Tucson, and Nancy's house is to the north, and the SWAT operation Brian is covering is about 2 miles from her house.

Not leaning. Certainly not ruled out. That would also be assuming there was only 1 person at the kidnapping. Likely at least 2-3. 1 for the car, 1 at front door and possibly another inside or in back.
