I just ran across this case in NamUs. I couldn't find any local news reports about this, so there's no information about why a possible name was suggested. No exclusions have been reported to date.

The National Missing and Unidentified Persons System (NamUs)

Individual looking through woods for his cat, found a skull and later more bones where discovered when law enforcement was notified. Area known for homeless people to camp.

As for why there's a "possible name", it's often because ID/documents were found near the body but they weren't able to confirm whether that name corresponded with the person's real identity. The ID could be fake, stolen, from another country, etc.
