In my experience the social worker is just one of a group of people working together. I used to be a social worker at a Lawyers office to get a different perspective on child custody cases.
If I have a suspicion then I take my concerns to my supervisor who then carries it up the ladder. Unfortunately there is not enough time to investigate 100s if calls a day. But I never do anything alone since I am just a LSW and not an LISW (licensed independent social worker) but even then I'll have a supervisor (probably clinical director) that I can talk to about this stuff and get an unbiased opinion. As much as I want to be objective sometimes my emotions get in the way and it's good to have a third person perspective. Unfortunately there is a hierarchy of abuse and neglect it seems where sone cases do not get the attention they need due to "someone else getting beaten worse than them" if that makes sense.
