No, he is not getting out this time. He was out on a cashless bond from all the other bad things he has done when he killed her for no reason.

"Iryna's Law" passes in North Carolina after refugee's killing, a bill that could restart executions in state​

In response to the stabbing death of a Ukrainian refugee on Charlotte's light rail system, the North Carolina legislature gave final approval Tuesday to a criminal justice package that limits bail and seeks to ensure more defendants undergo mental health evaluations.

"We need a public service announcement to let people know that if you're riding, you have to pay," Peacock said. "Number two, we're going to have to use volunteers, similar to the way that we do with the CATS bus system. I think you need people that are ticket checkers. I don't think they need to be trained as law enforcement officials."

Peacock is particularly focused on fare enforcement after the man accused of stabbing Zarutska did not pay for a ticket.

Somehow, I'm not convinced fare enforcement will stop homicidal violence.
