No, he is not getting out this time. He was out on a cashless bond from all the other bad things he has done when he killed her for no reason.

"Iryna's Law" passes in North Carolina after refugee's killing, a bill that could restart executions in state​

In response to the stabbing death of a Ukrainian refugee on Charlotte's light rail system, the North Carolina legislature gave final approval Tuesday to a criminal justice package that limits bail and seeks to ensure more defendants undergo mental health evaluations.

"Number two, we're going to have to use volunteers, similar to the way that we do with the CATS bus system. I think you need people that are ticket checkers. I don't think they need to be trained as law enforcement officials."

Peacock is particularly focused on fare enforcement after the man accused of stabbing Zarutska did not pay for a ticket.

Somehow, I'm not convinced fare enforcement will stop homicidal violence.

"The man charged in the fatal stabbing of a young Ukrainian woman on the Charlotte light rail system was indicted Wednesday on federal charges that could get him the death penalty. A federal grand jury in North Carolina returned the indictment against Decarlos Brown Jr., charging him with violence against a railroad carrier and mass transportation system resulting in death. So are they now going to put volunteer ticket checkers at risk on the light rail system? They need to get tougher and remove violent criminals off the streets and then law enforcement can get tough and start arresting them. LE are tired of the revolving door due to activist judges when LE are trying to do their work of keeping their communities safe from people like this.

Yeah, I don't think a public service announcement to remind people that they need to pay is going to do much good with these violent and crazed individuals.

Disturbing audio from Brown's phone conversation with his sister, Tracey, who he previously assaulted during a biting incident in 2022, included him claiming that "the material in his body" was responsible for killing Zarutska, not him.

Am assuming there is paperwork or evidence of the health center not hasving room and that Decarlos' mother was told she had to get a court order ?
Question, if she 5150'd/ Baker Acted him as in an emergency situation, could he have then been placed there ?
A "5150" and the "Baker Act" are both laws in different states (California and Florida, respectively) that allow for involuntary psychiatric holds for up to 72 hours.
So, in the state of NC, that would not have applied to Decarlos ?

Decarlos is definitely mentally ill, at the same time he may be cognizant enough to try to use the old adage, "The Devil made me do it.", excuse.

That aligned with what Brown's sister claimed he told her in a jailhouse phone call.


She said he believed the government had planted foreign 'materials' into his brain and they had been in control of his actions when he pulled the knife on Zarutska.

'I strongly feel like he should not have been on the streets at all,' Tracey said. 'I'm going to be honest. I'm not blaming anyone for his actions, except for the state. I'm blaming the state for letting him down as far as seeking help.'

His past biting incident and increased aggression towards family members was a massive red flag and now they're saying they tried to get him help but is there a record of that ?

Just saying the blame is first and foremost on the murderer.
Did he blame the aggression towards family and the biting on the 'foreign materials' in his body.

If the police were called during these incidents, could the family have pressed charges to get him incarcerated ?
