Link what? They did not specify. But let me ask you---do you think it is even a possibility that they will place anyone on that panel who did NOT take part in the protests?

So the panel will be made up of people who live in the high risk areas of Charlotte. And I think that describes many if not most of the protesters.

It absolutely is. They are PEACE officers. Civilians can be out of control and unruly, and if they only tactic is to shoot to kill, then every drunk a-hole outside a bar is in for a load of trouble.
No civilians ABSOLUTELY do not have any rights to be "out of control" and "unruly" EVER. We ALL have a responsibility to keep the peace. None of this putting it all on one group while you excuse lawbreakers.

Some people are so quick to lay blame at the feet of everyone else. Where's the "active" part of activism? Other than pointing out privileged sports stars that tweet here and there, where are the people actually doing the hard work in the community to help -- teaching people to maintain homes, get an education, support their elders, learn a trade? They're out there, and God bless them.

And those with the expensive iPhones and a gigantic chip on their shoulder? They do nothing except draw attention to how very little they're willing to roll up their sleeves and do real work for the good of the community. If you think trashing their cities and looting, beating, and killing is constructive activism, well, there isn't much to be gained by trying to have a conversation if that's the case. And *that's* just another part of a bigger tragedy IMO.

Right? I thought it wouldn't have audio being a body cam and then it started up and it's clear the first half is muted, there isn't even static.

They were trying to bust out his window before he was out of the car? Hard to see what's happening and compound that with no audio and how do we ever get the whole story? Ugh.

I can say it because to my knowledge they didn't use any other methods for de-escalating the situation before using deadly force. Bean bags? Tazers? Talking to the man instead of screaming at him?

When the guy has a gun in his hand your deescalation options are not there.

It's a small, pocket .380, a colt, I think. (.380 is slightly smaller ammunition than a .9mm). Magazine usually holds around 6 rounds.

By the way, the hammer is cocked-- ready for firing.

I don't know what the case is here but I have read in other cases that the audio on a body cam is delayed a set number of seconds from when the camera is activated. That may be why there is no audio in the beginning.

something is clearly visible in his right hand on the dashcam video (50-54 seconds), i cant say its a gun but it seems like the police were sure it was and it seems clear one was recovered at the scene.

I believe this weapon is set at "Condition One." IMO it's the fastest carry condition for pulling a single action automatic pistol and then fire it. There's no grip safety on this pistol.

Condition One
In this condition the pistol contains a loaded magazine, a cartridge loaded in the chamber, the hammer is cocked, and the thumb safety is engaged. In order to fire the pistol, the thumb safety must be depressed, the grip safety depressed and the trigger pressed. This method is often called “cocked & locked.” It is the carry method most often used by police officers and armed citizens who carry a 1911 for personal defense.

Establish effective civilian oversight structures

Establish an all-civilian oversight structure with discipline power that includes a Police Commission and Civilian Complaints Office with the following powers:

The Police Commission should:

determine policy for the police department based on community input and expertise
share policy and policy changes in publicly accessible formats
discipline and dismiss police officers
hold public disciplinary hearings
select the candidates for Police Chief, to be hired by the Mayor
evaluate and fire the Police Chief, if needed

receive full-time, competitive salaries for all members
receive regular training on policing and civil rights
not have current, former or family of police officers as members
select its members from candidates offered by community organizations

The Civilian Complaints Office should:

receive, investigate and resolve all civilian complaints against police in 120 days
establish multiple in-person and online ways to submit, view and discuss complaints
be immediately notified and required to send an investigator to the scene of a police shooting or in-custody death
be allowed to interrogate officers less than 48 hours after an incident where deadly force is used

access crime scenes, subpoena witnesses and files with penalties for non-compliance
make disciplinary and policy recommendations to the Police Chief
compel the Police Chief to explain why he/she has not followed a recommendation
have the Police Commission decide cases where the Police Chief does not follow recommendations
issue public quarterly reports analyzing complaints, demographics of complainants, status and findings of investigations and actions taken as a result
be housed in a separate location from the police department
be funded at an amount no less than 5% of the total police department budget
have at least 1 investigator for every 70 police officers or 4 investigators at all times,whichever is greater
have its Director selected from candidates offered by community organizations
not have current, former or family of police officers on staff, including the Director



So BlackLIvesMatter wants to have it's 'community members ' be INVOLVED in the hiring and firing of officers, and the immediate investigations of police shootings. They can go thee themselves, interview people, walk around the scene, subpoena evidence and witnesses, interrogate the officers and witnesses, and fire the police chief if they do not agree with the eventual outcomes.

Do we think any officers would want to stay on the force if BLM was in charge of these investigations?
