I can only answer one of your questions--there are national guard troops on the street. I only saw a few but they were definitely there.

You know what is odd? In most of these 1030 ish midnight is the witching hour. But I do not see a lot of people of drinking, when the first ones started I thought it wasl alcohol related but in each of them I really dont see that

The folks on the expressway just need to be arrested. If I went floating around the expressway I would get arrested.
