How many mulch piles were there to start out with? Was mulch just all over the yard? Or did the investigators scatter it?

If the mulch piles were on fire, I could see the FD spreading the matter around the yard - after the fire was put out.

We have a real problem with the heat generated in mulch in dry areas. IIRC one of the bigger fires in Vta Co (So Calif) last Oct - was started in mulch, it ended up burning for days - fueled by east winds
