[Bit of hope]

In Februari 2021 there still was a lock-down and an evening clock between 20:30 and 4:30 (this man was hit by a Metro on Friday evening, I wonder what time) due to Corona in the Netherlands. People were supposed to wear a face mask. I didn't see a description of this man wearing a face mask or he lost it. Maybe he was indeed homeless or part of a group of people who didn't care that much about Corona measures? Or he did especially chose to jump in the evening where not many people were out and about.
