We spent New Years in Laughlin and were struck by the total inconsistency in terms of regulations. There would be a stretch of 10 bar-top machines closed, while those that were open were packed three feet apart. Restaurants were limited to four-per-table and required reservations, while nearby craps tables had people shoulder to shoulder. The restaurant thing was a farce - we were told we needed a reservation (hour in advance) even though the place was empty. A short drive across the bridge to AZ and there were no such restrictions. It was very strange to be so empty New Years Eve - quite unlike the picture in the above post.
I also notices spotty enforcement of masking. In October security was all over any who pulled a mask down. Not so much, this time. Perhaps there's no more money for enforcement.
