Here's my Most Imaginative, Most Benign, and least terrifying theory of all (Pure Speculation. MOO):
a) Fact: Tri-State area (NY, NJ, CT) has had drought conditions, spanning Oct., Nov. and Dec. 2024
b) Fact: Governor Hochul (NYS) announced absolutely NO FIREWORKS, for New Year's Eve because of the drought conditions: It would be ....Too dangerous, and increase the risk of setting off new brush fires.

And every night one or two of these cargo ships are sending out these drones by the hundreds to "PRACTICE" for a *****top secret****** absolutely spectacular light show which will occur in or near NY Harbor, Dec. 31st, 2024. To "warm up" for their practice 10 miles off shore, they sometimes wizz around over dry land to make sure their complicated machinery is working correctly.
The only HUGE problem was that the Drone Light show organizers didn't communicate to the authorities that this would be happening. So we have the citizenry now on edge.
And even though the ban on fireworks was recently lifted. They still need to "practice".
The show must go on!

Sharing our experience in VA post Helene. An ammunition manufacturing facility, Radford, VA located on the New River was flooded. Weeks later, citizens tracked down the source of drones and private helicopters patrolling the river at night. Local sleuths used flight aware and visited the airport the drones and helicopters were using. Finally after WDBJ local news exposed, DEQ fessed up, 13 large containers of DBP (di-butyl phthalate-coated triple base propellant used in large caliber artillery gun ammunition) were missing, only 4 have been located to date. Moo....
