There is, but not with respect to licensing requirements. In actuality, you need to have two permits to work as a security guard in a casino within Las Vegas. One is the state PI card that all security guards in NV have to have. The other is a card issued by LVMPD.

Typically security guards carry weapons. Someone posted a link way back that hotel's provide unarmed security officers with only 40 to 50 hrs training iirc. That says to me the role of JC was much different than say an armed security guard who provides actual protection. Also somewhere buried it was stated JC's job required him to alert the hotel security team, who as I understand it are armed. I wonder if the refererence to JC being a "security guard" is somewhat misleading as it appears his job was more so the eyes and ears for the hotel's security team?
ETA: but if the public believes he was an accredited highly trained security guard, perhaps there's some misplaced judgement directed toward him that he should have done more to prevent the disaster? I just wonder.
