I think they removed it for a reason. Or possibly left the note there. Jmo though. They removed it out of the duffle bag and out of the plastic white trash bag. Saw wires and cell phone attached (supposedly the cell phone was disconnected) and went on their way. I'm not sure if it's the girly luggage. I wish LE would show photos of them after with the luggage, the photo released seems to be prior (or after if they discarded it right after taking it)When I saw the photo of these two, I was very surprised. I wouldn't expect two guys who look like this to rummage through tossed-out luggage on the street. That isn't to say they didn't do that (I don't know, of course), but it just surprised me to see a couple of nicely-dressed men who look like they are out for the evening together, not people who would be picking up discarded luggage, though I know items are scavenged off city sidewalks by all sorts. The photo wasn't what I expected.
So, I was surprised by what the luggage-guys looked like and I'm also surprised that no one is recognizing them. I would think if they lived in Chelsea or were regulars, someone in the neighborhood would've come forward to ID them.
I'm surprised that I'm now thinking that these two may have been involved.....I didn't see that coming.
Of course, we don't know. These two could be two totally innocent guys who were curious about the luggage and nothing more than that. (Was the luggage on 27th Street the "girl" luggage that the perp was hauling around?)

I'm sure they have cell phones with social media. They will see their photo everywhere. I also have seen it on light poles in the city.

I hate to say it, but, it would make sense that those two luggage takers are somehow involved.
Emptying it out and walking away. Well dressed. Groomed. Clearly, not homeless.
I'm leaning toward that too....but can't figure WHY they needed to remove the device from the luggage. My first guess (pulled from the air) is that perhaps that bomb didn't go off as expected, so they went to check on it. Perhaps they thought the luggage was impairing it in some way???
Total guess.
