I'm not following your point because if a parent voluntarily surrenders parental rights, why would there be a hearing?
afaik, the mother isn't contesting it in civil court with Rosie, she's making an accusation in the court of public of public opinion of a black market adoption, which is an accusation of a crime.

After reading this thread on WS http://www.websleuths.com/forums/sh...ldest-daughter-claims-Rosie-STOLE-her-baby-be ,I would bet that the bio mom knows where she's at and if she does then she should be charged with interfering with child custody. Apparently she has poisoned that child with her public accusations and the text messages. If Chelsea does have some mental illness and stopped taking her medicine she could be in danger just the fact that she is 17 and out there with out her custodial parents could put her in danger out there.
There is always a hearing to finalize an adoption. They usually terminate the parental rights of the biological parent at the same time. A judge has to sign off for an adoption to be legal. It is usually done in his private office or conference room. The adoption papers and final decree has to be signed and then registered with the clerks office to make it official. I adopted my grand daughter 2 years ago. Even though I had had permanent custody for 6 years and neither parent was contesting the adoption the adoption papers signed by both parents had to go through the courts. The biological parents don't have to be present but they can be. They still would have to sign all the paperwork in front of a notary and they still have to be filed and a certain period of time has to pass to assure that no one is contesting before it becomes final and a hearing has to take place first before it is final.
If Rosie is legally considered the mom then all of this had to take place.
Respectfully, I disagree. Rosie has shipped C off to boarding schools for years. Rosie did not report her daughter was missing for at least five days because she "thought she was with friends." For five days! That does not sound like a caring mother of a 17yo who may have mental issues.
The birth date of C is an issue in itself. Why would the adoptive parents change such an important part of who a person is? Oh, but, Rosie allowed C to change it back to the real birth date when she was ten years old.
Rosie, with all her fame and money, could have hired many investigators to track her daughter down, if she really wanted to find her.
