Hero dad rescues 11-year-old daughter from perv who dragged her into a remote area of NYC Park: cops

The creep was allegedly lurking in the bushes and lept out at the girl, knocking her off her bike and dragging her deeper into a wooded area where he tried to assualt her, cops said.

That’s when Teddy Moussignac, 44, who was lurking in the bushes near a more secluded area of the park called Victory Field, leapt out and knocked the girl off her bike, according to the NYPD.

That Dad is a hero! I am glad he got there when he did. In the article it mentioned about the suspect “Moussignac has one prior arrest, but it’s unclear what for since the record is sealed, according to sources. ”
So what would cause a record to be sealed in NY? Is it the kind of thing where he got a DUI or solicited a prostitute and went through a diversion program or something like that in exchange for it to be completely wiped off his record?
