They are saying that, Mark Brenner, who allegedly ran the operation of the Emperor's Club, is an Enrolled Agent. An Enrolled Agent, is a person who has passed a fairly rigorous course on tax code/tax law, conducted by the IRS. They, along with CPA's, and Tax Attorneys, can legally represent clients in front of the IRS. On CNN they are a little confused as to what an Enrolled Agent actually is.

Here's a good article about Spitzer. I've got to wonder if he actually is considering NOT resigning. That was my initial gut feeling; that this guy is so arrogant that he won't resign.
